Delivered in partnership with Vanuatu’s National Green Energy Fund, the project installed 20 new off-grid solar systems and refurbished 20 more across all six provinces. The final installation took place at Mamalu Vanua Dispensary in Naviso, which had previously never had proper electrification.

The completion marks a major milestone for REnew Pacific, with HELPR-1 becoming the program’s first project to reach full completion since launching in March 2025. It brings reliable solar power to some of Vanuatu’s most remote clinics and hospitals, improving healthcare for more than 80,000 people.

Australian High Commissioner to Vanuatu, Max Willis, said HELPR-1’s completion is an early Christmas present for remote communities across the country.

“As one of the first REnew Pacific projects to start and the first to finish, HELPR-1 shows the strength of the Vanuatu-Australia partnership and what we can achieve together.

“Australia is pleased to support Vanuatu in powering its health facilities with clean, dependable solar energy. These systems strengthen the resilience of local services, ensure vital equipment can operate when needed and help communities overcome the challenges of distance and isolation. This is practical, life-changing infrastructure that will benefit Vanuatu for many years.”

The HELPR-1 project delivered upgrades tailored to each facility’s needs, including energy-efficient lighting, battery systems, water pumps and priority medical equipment. Facilities such as Quatvaes Hospital and Saramauri Health Centre can now operate x-ray machines, ultrasounds and other diagnostic tools for the first time thanks to clean, reliable solar power. Local health and facility staff were also trained to operate and maintain the new systems, ensuring long-term reliability and strengthening capacity across remote islands.

Dr Basil Leodoro, Director of HELPR-1 Operations at Respond Global, said completing the installations is a milestone for community health nationwide. “When the power is stable, care is safer. With the Ministry of Health, the National Green Energy Fund and Australia’s REnew Pacific program beside us, we have been able to overcome significant logistical challenges and bring consistent, renewable power to facilities that serve some of the most remote islands in the country. This work means more emergencies handled on site, safer deliveries for mothers and babies and greater confidence for our health workers every day.”

The Australian Pavilion was standing room only as Australian and Pacific leaders heard how community-led solar solutions through REnew Pacific are strengthening essential health, education and community services across the Pacific and Timor-Leste, with a spotlight on Vanuatu, Solomon Islands and Papua New Guinea. The session featured Ambassador for Climate Change Will Nankervis, REnew Pacific Team Leader Mohammed Angawi, Dr Basil Leodoro from Respond Global’s HELPR-1 project, Tapera Bird from Superfly and Dr Genevieve Nelson from KTF (Kokoda Track Foundation). Together they shared lessons from the HELPR-1 vessel, hybrid solar systems and whole-of-village mini-grids, showing how reliable clean energy is transforming daily life in remote communities. Shared futures: Building climate and energy partnerships in the Pacific

Hosted by the Department of Climate Change, Energy, the Environment and Water at the Australian Pavilion, this session brought together a high-level line-up to discuss what genuine partnership looks like in advancing climate and energy resilience. Minister Chris Bowen was joined by Tuvalu’s Hon Dr Maina Talia, the Marshall Islands’ Hon Bremity Lakjohn, Ambassador Will Nankervis, Coral Pasisi from the Pacific Community and Ingrid Lundberg from the Department. Pacific priorities for disaster-resilient infrastructure

Hosted by the Australian Infrastructure Financing Facility for the Pacific at the Coalition for Disaster Resilient Infrastructure Pavilion, this session highlighted how clean energy and climate-resilient infrastructure are supporting some of the Pacific’s most remote and disaster-exposed communities. Chaired by Mohammed Angawi and featuring a keynote from DFAT’s Emily Luck, the discussion showcased practical examples of resilience across health, education, transport and coastal protection. Speakers included Dr Basil Leodoro, Dr Genevieve Nelson, Christian Nielsen, Takena Redfern and Kesaya Baba, who shared how communities are using clean energy and local stewardship to build infrastructure that is resilient, culturally grounded and built to last. Delivered through Respond Global’s HELPR-1 project with Vanuatu’s National Green Energy Fund, the new solar and battery system provides Quatvaes Hospital with reliable, renewable power to operate essential medical equipment and improve access to care across the province.

Serving more than 11,000 people across Torba’s islands, Quatvaes Hospital is now equipped with an x-ray machine, ultrasound and other critical diagnostic tools for the first time. Nearby Bemiasas Health Centre on Mota Lava has also been upgraded with new solar power and essential equipment, strengthening healthcare across Torba’s remote communities.

Minister of Health, John Still Tari Qetu, Minister of Climate Change, Ralph Regenvanu, Member of Parliament (MP) Jean Jacques Ngwele and Torba MPs Danny Silas and John Joseph attended events at both health facilities to celebrate the achievement, together with President of TORBA Province Edgar Howard, Secretary General (SG) of TORBA Province Albert Ruddley and Australian High Commissioner to Vanuatu, Max Willis.

“Today is a milestone for Torba,” said Health Minister Qetu. “With the province’s first x-ray machine and reliable solar power at Quatvaes Hospital and Bemisas Health Centre, our clinicians can diagnose and treat patients faster and closer to home. The Torba community can also feel assured that they can access essential services whenever they need them, night and day.”

The solar installation at Quatvaes is the largest delivered under REnew Pacific so far and comes with the gifting of priority medical equipment, including the x-ray machine, an ultrasound, an ECG machine, an oxygen concentrator and other vital medical equipment endorsed by the Ministry of Health. Nearby Bemiasas Health Centre also received essential upgrades, with new solar power and equipment such as a blood pressure monitor with AC adapter, pulse oximeter, diagnostic set, foetal Doppler, examination light, portable fan, surge-protected powerboard and a battery recharge kit.

Australian High Commissioner to Vanuatu, Max Willis, said: “X-ray services are now live at Quatvaes Hospital, with dependable solar power keeping the lights on. This investment in solar-powered infrastructure and modern diagnostic equipment is a powerful example of our enduring partnership with Vanuatu. Australia and the Pacific stand together to protect our shared home and future. Through Australian Government partnerships under REnew Pacific and its earlier Business Partnerships Platform (BPP) pilots, local communities, governments and businesses are building climate resilience, powering health centres, schools, water systems and livelihoods in some of the region’s most remote off-grid communities with clean, renewable energy.

Since the first BPP pilots in 2024 to now – just two weeks out from celebrating REnew Pacific’s one-year anniversary – 19 remarkable projects have been transforming lives across our region’s most remote off-grid communities.

Together, they are delivering clean, reliable energy to more than 130 schools, health centres and communities across six Pacific and Timor-Leste countries, reaching over 230,000 people – and we have only just begun.

As COP30 in Belém fast approaches, we are celebrating the partnerships powering climate leadership across our vast region, uniting Australia and our Pacific family in shared purpose and progress.

In Vanuatu, ActionAid Australia, ActionAid Vanuatu, the Women I Tok Tok Tugeta (WITTT) Network and PowerWells are strengthening women’s control and access to clean, affordable energy. The University of New South Wales, working with the Vanuatu Disability Promotion and Advocacy Association, the Vanuatu Institute of Technology and the Vanuatu Department of Energy, is addressing solar e-waste through a circular economy approach that builds local skills and sustainable solutions. Respond Global, in partnership with the Vanuatu National Green Energy Fund (NGEF), is improving healthcare delivery in remote areas through off-grid renewable energy and training for local technicians. The Global Green Growth Institute (GGGI), also working with NGEF, is supporting solar-powered water systems that strengthen community resilience and create green jobs across the islands.

In Kiribati, Action on Poverty and the Foundation of the Peoples of the South Pacific are empowering local women to expand access to clean energy and safe water, improving health, safety and livelihoods across remote island communities.

In Papua New Guinea, KTF (Kokoda Track Foundation) is expanding its successful pilot under the BPP, which powered Kokoda College with clean energy and digital learning infrastructure. Through REnew Pacific’s first PNG project, KTF will now be delivering new solar mini-grids to remote communities in Oro and Central Provinces, powering classrooms, digital learning and health services at Mt Koiari FODE Centre and the Sanananda Aid Post. Their work will improve access to education and healthcare in some of Papua New Guinea’s most remote off-grid areas. Caritas Australia and Catholic Church Health Services are improving energy access for essential healthcare in New Ireland Province, ensuring clinics can deliver life-saving care safely and reliably. Sola PayGo, in partnership with MiBank, is creating jobs and livelihoods through renewable energy.

In the Solomon Islands, Superfly is leading a new REnew Pacific project to install solar hybrid systems at Atoifi Adventist Hospital, Goldie College and Sir Dudley Tuti College, delivering reliable clean power for healthcare and education across Malaita, Western and Isabel provinces. Superfly has also strengthened energy security at the Good Samaritan Hospital in Tetere and has partnered with Save the Children Solomon Islands and the Mai-Ma’asina Green Belt to expand solar access in Malaita communities. Archipelago Energy is securing renewable power on Savo Island, while Pelena is powering the Vavanga community with micro-hydro.

In Fiji, Its Time Foundation is powering classrooms and computer labs in remote schools, while the GGGI is delivering hybrid energy systems that strengthen water access and community resilience across maritime islands.

And in Timor-Leste, Engineers Without Borders Australia, Raw Material and Mara Mresa are catalysing renewable energy for coffee cooperatives in off-grid communities, while MEA Power Up and Master Electricians Australia are improving health infrastructure in Cova-Lima Province with new solar systems at clinics and water pumping sites.

Each project tells a story of partnership, resilience and shared purpose, with communities powering a sustainable and inclusive future for our Blue Pacific. Just a week earlier, Respond Global’s HELPR-1 vessel had repaired and refurbished the existing solar power system at the clinic. Thanks to clean, 24/7 energy, the nurse was able to support Mary deliver and her baby boy safely and with dignity, during a time when they were both at their most vulnerable.

This is one of many stories the HELPR-1 team encounter on their life-changing mission to install 20 new solar systems and upgrade another 20 health facilities across Vanuatu. With support from the Vanuatu National Green Energy Fund (NGEF) and REnew Pacific, the team is also supplying medical equipment, repairing schools and clinics, training community members, and safely removing e-waste. As we hit the halfway mark in our countdown to COP30, we are focusing on a matter close to us all: the right to safe, reliable healthcare, powered by clean energy. In Papua New Guinea, Caritas Australia has been working with Catholic Church Health Services, TAG Energy, Bechtel.org and the Australian Government to bring solar power to Lavongai and Mapua health facilities in New Ireland Province, improving care for the 12,000 people they serve. Find out more.

In Timor-Leste’s Cova-Lima Province, the MEA Power Up partnership with Master Electricians Australia and the Australian Government has improved services at clinics in Gala and Holpilat. With new solar systems, batteries and water pumps, these facilities now provide safer conditions for patients and health workers, while work continues to extend upgrades to other sites. In Solomon Islands, more than 43,000 people depend on the Good Samaritan Hospital (pictured) in Tetere, Guadalcanal, including 21,500 women who rely on it for maternity and child health care. Through a partnership with Superfly, completed late last year, the hospital now meets 97.3% of its energy needs with solar. This reliable, round-the-clock power has enabled safer night-time care and generated savings from 19,000 litres of avoided diesel use, reinvested into new facilities including expanded foot care services and a soon-to-open eye clinic. Further east in Malaita Province, Superfly is also leading upgrades at Atoifi Adventist Hospital through REnew Pacific. The hospital serves more than 80,000 people but has long struggled with blackouts that interrupted emergency care, maternity services and vaccine refrigeration. A new solar hybrid system will soon provide 24/7 reliable electricity, transforming the hospital’s ability to deliver essential care. “With 24-hour solar power, we can deliver safer surgeries, consistent vaccines and uninterrupted maternity care. This project is a life-saving investment for the people we serve,” said Lester Asugeni, Community Representative on the Atoifi Hospital Board. Find out more.

The HELPR-1 team completed a challenging month-long deployment in August to electrify and refurbish some of the province’s most remote health centres. New off-grid solar systems were installed at Saramauri Health Centre, Vulesepe Dispensary and Pessena Dispensary, while essential refurbishments restored and extended existing systems at Stonehill and Tasiriki Dispensaries.

The work went beyond energy. Repairs to water, sanitation and hygiene (WASH) facilities were carried out at every site, and Saramauri Health Centre received its first consignment of modern medical equipment, including a patient monitor, oxygen concentrator, defibrillator, autoclave and foetal doppler, giving staff the tools they need to deliver better care.

Two students from the Vanuatu Institute of Technology joined the mission, gaining hands-on experience and contributing to the next generation of Vanuatu’s clean energy workforce.

Delivered in partnership with Vanuatu’s National Green Energy Fund through REnew Pacific, the HELPR-1 Climate Adaptation Program is working to install 20 new off-grid solar systems and refurbish 20 more across all six provinces. With Sanma now online, the program is halfway to its goal of benefitting over 80,000 people in remote communities with cleaner energy, safer water and stronger healthcare.

As we charge ahead with our countdown to #COP30, we’re showcasing projects supported by the Australian Government through REnew Pacific and earlier pilots under the Business Partnerships Platform’s (BPP) Off-Grid Renewable Energy Partnerships. An incredible 94% of these projects are solar, bringing clean, renewable energy to essential services across the region.

In Vanuatu, Respond Global, through its unique HELPR-1 vessel, is powering ahead with one of REnew Pacific’s first projects, installing 20 new off-grid solar power systems and upgrading a further 20 health facilities across all six provinces. With support from Vanuatu’s National Green Energy Fund (NGEF), the project is also supplying medical equipment, repairing and upgrading systems in schools and clinics, removing e-waste and training local community members to maintain the systems. Over in Solomon Islands, families across Guadalcanal now have reliable, solar-powered healthcare they can count on, day and night at the Good Samaritan Hospital. A BPP partnership between Superfly and the hospital, completed late last year, has created a cleaner, more resilient system that now supplies 97.3% of the hospital’s energy needs. Hundreds of patients now treated safely at night, while savings from reduced diesel use – 19,000 litres to date – have been reinvested into new facilities, including a non-communicable disease extension for foot care and a soon-to-open eye clinic. In Papua New Guinea, more than 300 students, teachers and family members at the remote Kokoda College now benefit from reliable, renewable energy thanks to a solar mini-grid launched in March through a BPP partnership with KTF (Kokoda Track Foundation). The system is powering classrooms, an IT lab with disability assistive technologies, a solar water pump, a waste incinerator and an irrigation system that supports climate-smart agriculture on the campus. In Fiji, school children on Rabi Island are enjoying more reliable energy and internet access thanks to a solar system and satellite connection installed late last year at Buakonikai Primary School through a BPP partnership with Its Time Foundation. This follows the installation of a new off-grid solar power and water systems at Nduindui Health Centre and Lolopuepue Dispensary, part of the HELPR-1 Climate Adaptation Program, delivered by Respond Global in partnership with Vanuatu’s National Green Energy Fund through REnew Pacific.

This project will see Respond Global transport and install 20 new off-grid solar power systems and

upgrade 20 additional health facilities across Vanuatu’s six provinces.

At Nduindui Health Centre, the project has installed a 10kW off-grid solar system alongside two 6,000 litre water tanks, providing running water and clean, sustainable power to clinical services and staff accommodation. At Lolopuepue Dispensary, a 10kW solar system has been integrated with an upgraded 10,000 litre water tank to deliver reliable water for handwashing and staff facilities.

The new infrastructure was officially commissioned in a ceremony led by Vanuatu’s Minister of Health, Hon. John Still Tari Qetu, and is ready for immediate use. Additional medical equipment will be delivered later this year to further strengthen healthcare delivery for local community members.

The Minister of Health and a local Member of Parliament have also donated two Starlink units, to be installed at both health centres to provide reliable internet connectivity. These Starlinks are part of eight units secured for Penama Province, with three donated by local MPs and five by the Penama Provincial Government.

Previously, Quatvaes Hospital operated without reliable power, which meant the local community couldn’t always access safe, consistent healthcare when they needed it most. Now, they are able to access:

• Healthcare services, including emergency care, powered 24/7 by clean, reliable energy
• Life-saving equipment like oxygen concentrators and critical diagnostic tools like a new X-ray machine
• Telemedicine via satellite internet

This is a powerful example of how practical climate solutions can transform essential services for people living in hard-to-reach places. As Waven Aranhabat, Provincial Health Planner, said: “This milestone marks a profound transformation for both hospital staff and patients.”

This is the second installation in under a month for this REnew Pacific project, one of the first in Vanuatu, which will reach 40 remote health facilities over the next year, supporting over 80,000 people.

In partnership with the National Green Energy Fund – NGEF Vanuatu, the project will also be supporting local schools, removing e-waste and building long-term skills through partnerships with the Vanuatu Institute of Technology- Skills That Matter.
